News Council submits testimony at three Chapter 257 hearings 

The Providers’ Council submitted testimony at three Chapter 257 hearings on May 16 regarding updated rates Adult Housing and Community Support Services, Certain Independent Living Communities and Services and Certain Respite Services. 

The rates were being updated to include cost adjustment factor (CAF) of 3.25 percent, and all staff salaries were benchmarked to the Massachusetts Bureau of Labor Statistics (BLS) median wages as dated May 2023 at the 53rd percentile. The tax and fringe rates for all services were also benchmarked to 24.97 percent and the administrative allocation was benchmarked to 12 percent. 

Click here to read the Council’s full testimony. Among several recommendations, the Council urged EOHHS to incorporate the 75th percentile of the BLS data to ensure community-based human services organizations can recruit and retain workers in an increasingly competitive environment. 

EOHHS will also hold hearings on Friday, June 13 regarding updating rates for Payments for Youth Intermediate-Term Stabilization Services, Family Stabilization Services, Community-Based Day Support Services, Certain Sexual and Domestic Violence Services and Certain Lead Agency Services.
