UPDATED 1/15/2026
Reports from several news outlets, including The New York Times, have reported that the Trump administration will reverse the termination of about $2 billion SAMSHA grants supporting health services. HHS confirmed that it will be sending reversal letters by noon today. This report comes only a day after these termination letters were sent to over 3,000 service providers and state governments nationwide.
On January 13, Governor Healey released a statement condemning the cuts stating that The Department of Public Health (DPH) and Department of Mental Health (DMH) in Massachusetts received notice of more than $5 million in grant terminations from the Substance Abuse and Mental Health Services Administration (SAMHSA).
In the press release published by the governor’s office, several organizations from across the state, including the Providers’ Council, shared statements regarding the impact these cuts would have. Bill Yelenak, president and CEO of the Council, stated, “Several of our members learned overnight that hundreds of thousands of dollars will no longer be available to fund essential programs related to mental health services, substance abuse treatment programs, children and families experiencing trauma, and more — putting some of the most vulnerable in the state at risk of losing services.”
The Council will continue to update members as it receives new information. For any additional questions, please contact Bill Yelenak.

On January 12, the U.S. Substance Abuse and Mental Health Services Administration (SAMSHA) sent hundreds of letters nationwide, including to some of the Council’s members, effectively cancelling some or all of their awards. You can read the letter here.
The Council has been in contact with its national partner, the National Council of Nonprofits (NCN), who is collecting more information on the issue and connecting with nonprofit associations across the country.
If you received a similar letter and had awards cancelled, please email Bill Yelenak with the following information:
- Which programs/awards were cancelled from the SAMHSA termination? (Please be specific about the population the program/grant was intended to help).
- How many consumers will lose services due to this program cancellation?
- How much of a loss of funding does this represent for your organization?
The Council is hoping to compile a list of impacts here in Massachusetts. Any information you provide will not use your organization’s name and will only be used in aggregate.
For more information, please contact Bill Yelenak.
