On May 29, 2026, the U.S. Office of Management and Budget (OMB) proposed sweeping changes to overhaul the set of rules, known as the Uniform Guidance, governing federal grants, cooperative agreements, and other monetary awards to nonprofits, state and local governments, and other grantees.
The Providers’ Council has submitted comments, focusing on overarching harms to our members in the Commonwealth.

The Council encourages members to use these comments as a template and tailor their own submissions to include information about specific programs and services that would be affected by these changes.
