News A Call to Action before the Governor’s FY ’27 Budget Proposal 

The Collaborative — a collective effort of the Providers’ Council, ABH, ADDP and the Children’s League of Massachusetts — has engaged Ball Consulting Group to create and implement a public awareness campaign to advocate for Chapter 257 funding and ensure the FY ’27 budget proposal uses at least the 53rd percentile of the BLS. 

Over the next eight weeks, the Healey Administration will set funding for the Chapter 257 Reserve and choose the BLS percentile used to set human-services benchmark salaries. The Collaborative fears the state’s fiscal challenges may push the percentile below the recent 53rd, which would significantly harm human-services organizations and the 160,000 workers they employ in Massachusetts. 

Ball Consulting Group is planning media outreach across the Commonwealth, and we need your assistance to make this campaign a success. Here’s how you can help: 

  • Identify a family or individual who has been impacted by staff vacancies, waiting lists, and programmatic limitations and is willing to share their stories with the media. 
  • Identify current or former staff who already feel constrained by low wages and are willing to share their stories with the news media. 
  • Identify a high-performing current staff member who would be comfortable with having a reporter spend part of a shift with them for a “day in the life” story. 
  • Identify stakeholders – families, staff, board members, and volunteers – who may be interested in submitting a letter to the editor to their local news outlet.
