Annual Reports 2025 Annual Report

In its 50th year, the Council celebrated its roots while looking to the future of the sector as it celebrated 50 Years of Impact.

The year 2025 was a transformational year not only for the Providers’ Council, but also for the human services sector in Massachusetts. While the Council and its 220 members reflected on and celebrated its 50 Years of Impact, the sector experienced unprecedented challenges at the federal level.

In large part, 2025 was marked by major policy advances, expanded educational opportunities, and strong member engagement in support of the human services sector. The Council celebrated its 50th anniversary, honoring five decades of impact through a special article series, a commemorative timeline and an April anniversary celebration that brought members together from across the state.

Advocacy remained central to the Council’s work, with two key legislative priorities — loan repayment and livable wages for human services workers — advancing favorably out of committee, supported by The Caring Force’s seven regional rallies and events. The Council also delivered nearly 70 trainings and continued its partnership with Suffolk University, graduating 44 leaders in 2025 and nearly 750 professionals overall. The year culminated with a sold-out 50th Annual Convention & Expo in October, drawing nearly 1,200 attendees and featuring keynote speaker Cait Donovan, who also led workshops on burnout.
In consistently striving to build a better tomorrow for the human services sector while celebrating its present accomplishments, the Council has grown to be widely recognized as the official voice of the MA community-based human services sector.

Providing governance is a diverse Board of Directors who represent member organizations; support for the organization comes mainly from members and business partners.

The cornerstone of the Council has always been its commitment to its core values:

  • The delivery of superior, accessible, community-based services from a respected workforce that supports thousands of Massachusetts residents;
  • Serving the public and human services providers by identifying opportunities and acting on issues where provider and public interests align;
  • The belief that the public, clients and consumers are best served through volunteer-governed and community-based nonprofits that are supported by fair and adequate funding;
  • A commitment to success, results and transparency;
  • Promoting integrity, credibility and responsibility om the human services sector; and
  • Dedication to the development of a diverse membership, representative of the human service providers and the general population in MA.

As we enter 2026, we remain resilient and resolute in the face of opposition and will continue the necessary work of helping members deliver essential services to the most vulnerable in the Commonwealth. It is with the support of our network of hundreds of human services agencies across the state that we can continue to provide advocacy, training and resources to our members. We are grateful for the support and trust of our members so we can continue to advance our bold vision: to build the strongest human services sector in the United States.

Sincerely,

Shaheer Mustafa
