chapter 257 Council files ALTR testimony

The Providers’ Council filed testimony on 101 CMR 420.00, Rates for Adult Long Term Residential Services, with the Executive Office of Health and Human Services on Friday, March 2.

The Council noted that the rates — being set under Chapter 257 of the Acts of 2008 — were receiving an inadequate cost-adjustment factor of just 2.39 percent. The CAF and rate review did not address low salaries for direct care workers, fix the salary disparity between community-based workers and state counterparts, include enough funding for occupancy or support a fair tax and fringe rate.

In closing, the Council asked EOHHS to again review the proposed rates and consider several increases. “Only with an adequately funded human services system can we provide needed, high-quality services,” the testimony read.
