Upon taking office yesterday, President Donald Trump signed a number of Executive Orders (EOs) – some of which have the potential to impact human services organizations here in Massachusetts.
The Council will continue to assess Executive Orders as they’re released with support from our national partner, the National Council of Nonprofits. If you believe these Executive Orders will impact your organization, your staff, or the people you serve, please let us know, as we’re maintaining a list of these items and potential impacts.
- Trump signed a number of EOs regarding immigration yesterday, including revoking birthright citizenship (of which there are already legal challenges to his EO) and declaring a national emergency at the southern border. His broader immigration EO is titled “Protecting the American People Against Invasion.”
- Another Trump EO suspended refugee admissions to the United States for four months.
- Trump also rescinded dozens of EOs or policies by President Biden including most EOs related to diversity, equity and inclusion initiatives and those creating equity for LGBTQ+ and other historically marginalized communities. Three Biden EOs were rescinded that expanded DEI in federal government programs, the federal workforce and underserved communities.
- Another EO, “Ending Radical and Wasteful Government DEI Programs and Preferencing,” directs the federal OMB and OPM to terminate all DEI programs in federal agencies, including equity related grants and equity action plans.
- Another Trump EO removes pay transparency and equity requirements for federal workers, contractors and subcontractors.
- He also rescinded an Executive Order Ensuring a Lawful and Accurate Enumeration and Apportionment Pursuant to the Decennial Census. This order required that all persons, regardless of citizenship or immigration status, be counted in the Census.
There were many other actions taken yesterday that we’re still reviewing, but please share with us if we missed something that you’re tracking. Additionally, there have reports that the Trump administration is planning a week-long immigration raid with Chicago mentioned as a possible target. The Providers’ Council met with the Attorney General’s Office last week, and we’re urging them to provide guidance to human services organizations on what to do if ICE comes to one of your programs.
