Gov. Maura Healey last month declared a state of emergency in order to address the state’s shelter system, which has been strained by a recent spike in the number of migrants relocating to Massachusetts. The governor called on the federal government to remove barriers and expedite federal work authorizations for migrants, as well as to help fund new shelters.
