This introductory workshop will explore how public service programs and policies can be made more responsive, efficient, and effective through the use of program evaluation techniques and analytical methods. It focuses on how practical programmatic and administrative problems can be structured as questions, so that program evaluation and research techniques can be employed to understand program performance or highlight the challenges of achieving goals of interest. The continuous analysis and feedback of performance information relative to performance process and outcomes can also assist managers in their efforts to improve service delivery and agency operations.

This training takes place from 9 a.m. to 12:30 p.m. on Wednesday, January 30th in Boston.

During this session, participants will:

• Understand ways in which a program or policy should be grounded in a theory of achieving a given end, and how administrative and programmatic issues can be examined as questions for evaluation;
• Examine issues in applying evaluation and analytical methods to public or social programs;
• Understand the techniques and underlying design of basic evaluation and analytical tools;

• Explore ethics and the use of professional judgment in evaluation and policy analysis, and decision making and
• Become conversant in the language and use of program evaluation.
