Salary Reserve Materials Available Online

The Providers' Council received notice from the Executive Office of Health and Human Services that they are proceeding with establishing the FY 2013 Salary Reserve in accordance with the language in the FY 13 Conference Budget that you helped to secure for human service workers!

You can access FY 13 Salary Reserve materials at www.mass.gov/salaryreserveThe full EHS notice sent to providers earlier today is included below for your reference. 

Please note that providers wishing to apply for these funds must have access to the EOHHS Virtual Gateway  (VG) and the Provider Data Management (PDM) business application. The application window will take place from September 4 - October 1 and the following are other important dates you should know:

  • August 6, 2012 - September 4, 2012: Providers needing to gain access to the Virtual Gateway, Provider Data Management System or both must complete and submit all necessary forms (please see the PDM Deployment Checklist document below).
  • September 4, 2012 - October 1, 2012: Provider payroll data submission period.
    • On Tuesday, September 4, 2012, PDM opens to Providers on the Virtual Gateway for on-line submission of salary reserve-eligible payroll information.
    • The deadline is October 1, 2012, for providers to submit on PDM all payroll and salary information required for allocation of the FY13 Salary Reserve funds. Applications will not be accepted for the FY13 Salary Reserve after this date.
  • November 5, 2012: Individual provider allocation amounts will be announced on www.mass.gov/salaryreserve
  • Appeals process opens on November 5 and closes on November 19: A limited amount of funding will be available to accommodate eligible appeal requests. Appeal forms and instructions will be available on the salary reserve web page.
  • November 5 - November 14, 2012: Salary Reserve contracts emailed to providers for signature.
  • December 7, 2012: Deadline for receipt of provider's signed contracts at EOHHS

The Executive Office of Health and Human Services is making ready to implement the FY'13 Salary Reserve process and wishes to inform you of some key aspects of the process.

The FY13 Conference Budget established a Salary Reserve through line item 1599-6901. It is the responsibility of the EOHHS POS Policy Office to execute a process to allocate Salary Reserve to personnel earning less than $40,000 in annual compensation who are employed by private human service providers that deliver human and social services under contracts with departments within the Executive Office of Health and Human services and the Executive Office of Elder Affairs as well as home care workers and workers from shelters and programs that serve homeless individuals and families that were previously contracted through the Department of Transitional Assistance and Department of Public Health and direct care workers that serve homeless veterans through the Department of Veterans Services.


The line item specifically excludes employees in special education programs, in early education and care programs, or programs for which rates are set by the Division of Health Care Finance and Policy ("class rates") and contracts funded exclusively by federal grants. Programs for which class rates are established and paid under Chapter 257 as of the beginning of FY13 (July 1, 2012) are not eligible for FY13 Salary Reserve. Programs for which class rates are established and paid during FY13 under Chapter 257, but after July 1, 2012, will be eligible for Salary Reserve allocation in FY13. However, the Salary Reserve funding will not be annualized into these contracts for FY14 as they will be reimbursed as a class rate set by the Division of Health Care Finance and Policy.

Providers wishing to apply for these funds must have access to the EOHHS Virtual Gateway (VG) and the Provider Data Management (PDM) business application. EOHHS will be opening the PDM application process on Tuesday, September 4 - Monday, October 1, 2012.
