Council submits budget testimony to EOHHS
The Providers' Council submitted testimony on the FY '14 budget to the Executive Office of Health and Human Services on Wednesday morning.
The Council laid out four priorities for the 2014 budget, expected to be released by the Governor by the end of January:
- Continued implementation of the Chapter 257 reform and funding for rate adjustments mandated through Chapter 257 in all appropriate agency line items. For all contracts that have not yet been updated under Chapter 257, we request, at a minimum, a 1.8 percent cost-of-inflation adjustment.
- Support for a human services salary reserve necessary to provide modest increases to those direct care workers employed in programs whose rates have not yet been adjusted or paid under Chapter 257.
- Creation of a reserve fund to cover anticipated -- but not yet established -- rate adjustments for contracts now subject to the two-year rate review mandated by Chapter 257, as well as those remaining contracts that will have an initial reimbursement rate established under Chapter 257. This fund should include funding for both services and salaries.
- Support funding Employment Services Programs (line item 4401-1000) at FY '11 levels of $14,979,163 with $7.5 million for Competitive Integrated Employment Services.
