Committee removes right-of-first-refusal provision
The Joint Committee on Revenue reported out a bill "in part" on Tuesday, removing a potentially damaging provision that would give cities and towns a right-of-first-refusal provision when a nonprofit seeks to sell property or change its use.
The Providers' Council and other human services membership associations on Thursday, February 18 sent a letter to the Joint Committee on Revenue in opposition to Section 27 of House Bill 3908, An act modernizing municipal finance and government. The Council and other organizations urged the Joint Committee on Revenue to remove the provision.
When the Joint Committee reported the bill out on Tuesday, February 23, it removed the provision from the bill.
