State issues RFR for joint DMH/DCF Residential procurement

On Tuesday afternoon, the Executive Office of Health and Human Services issued a RFR for a joint DMH/DCF Residential procurement known as Caring Together. Information on the procurement is available on Comm-PASS or below on our website.

The Council has downloaded all of the information on Comm-PASS and is providing it here in the event our members have trouble accessing the information on Comm-PASS. Please note: This information was uploaded on August 15. To get the most up-to-date information, please use Comm-PASS to access the procurement.

To locate the information on Comm-PASS (which will have the most up-to-date and current information):

  • Visit the Comm-PASS website (located at https://www.ebidsourcing.com)
  • Click "Solicitations" (second tab from the left on top of page)
  • Click "Search for a Solicitation (third bullet down)
  • Type "04-8210-3080-01" in the Keyword Search at the top of the page without quotes and click "Search"
  • Click on "There are 3 Solicitation(s) found that match your search criteria" which will appear at the top of the page.
  • Click on the top item, "Request for Responses for Caring Together: ..." that is open and has a close date of 10/29/2012

According to the posting on Comm-PASS:  

The Executive Office of Health and Human Services (EOHHS) is releasing this request for Responses (RFR) to establish a list of qualified vendors that provide a wide range of treatment options to youth and families at risk of, or currently needing, Residential Treatment Services. EOHHS agencies, including the Department of Children and families (DCF) and the Department of Mental Health (DMH), will be able to select and contract with qualified vendors from this list to perform tasks described in the RFR. In addition, a specified number of vendors will be selected to provide certain of the services, as further described in the RFR. The goals of CARING TOGETHER are to prevent or reduce the length of time a youth spends in out-of-home treatment services, promote the successful functioning of youth though the development of daily living skills and social, emotional, academic and pre-vocational competencies, to prepare families to manage their children successfully at home, and to promote families capacity to sustain their child's and the family's well-being. Two bidders' conferences will be held. Please see RFR Section 1.8 for specific information.

The two bidders conferences for the procurement will both taking place on Tuesday, August 28.
