Salary Reserve distribution information from EOHHS
The Executive Office of Health and Human Services is getting ready to implement the FY’12 Salary Reserve process and wishes to inform you of some key aspects of the process that need your immediate attention.
The Salary Reserve webpage is available at www.mass.gov/salaryreserve. This page will be updated regularly during the process. You are advised to check the site regularly to be sure you have the most updated information.

As you may know, Chapter 142 of the Acts of 2011 included a provision for the establishment of a Human Services Salary Reserve fund for Fiscal Year 2012, which is dependent upon tax revenue receipts.
“Section 95: Notwithstanding any general or special law to the contrary, if as of January 15, 2012, tax revenues as estimated under section 5B of chapter 29 of the General Laws meet or exceed $20,615,000,000, there shall be established and set up on the books of the commonwealth a Human Salary Reserve Fund; provided that upon the establishment of this fund, the comptroller shall transfer $10,000,000 from the General Fund to the Human Service Salary Reserve Fund; provided, further, that any funds transferred under this section shall be used to provide one time salary bonuses to personnel earning less than $40,000 in annual compensation who are employed by private human service providers that deliver human and social services under contracts with departments within the executive office of health and human services and the executive office of elder affairs.”
To best serve you EOHHS has posted on the Salary Reserve webpage the specific requirements and timelines for the various tasks associated with gaining access to the EOHHS Provider Data Management System (PDM) and making your application for these funds. Providers wishing to apply for these funds must have access to the EOHHS Virtual Gateway (VG) and the Provider Data Management business application. On the webpage is a link to the EOHHS Salary Reserve Deployment Checklist to inform applicants of critical information necessary to gain access to or to update information on VG and PDM. Required forms and instructions for submission are posted as well. To ensure timely processing of applications EOHHS asks that providers submit all VG and/or PDM access documents by January 20, 2012 as the PDM system will be open for data submission on January 25.
