Salary Reserve study language in FY '11 budget

The Providers' Council made every effort to include a salary reserve in the state budget for FY The tight fiscal situation of the Commonwealth blocked this effort.

However, language was included in the budget which calls for a report to the legislature by EOHHS on the implemenation of Chapter 257 and the goal to provide fair and adequate funding for the human service sector.  At this time, we are waiting for the release of this report that was due out on December 1, 2010
